I have to go with Mai Valentine from Yu-Gi-Oh!. She was already a good duelist and a sexualized character, but when she turned over to Dartsand the Orichalcos not only does she gain power her appearance jumps up to a 12/10. Also I'm surprised no one said anything about Roll from Megaman NT warrior. Well I always find rules adult and uninteresting character, when they uploaded the dark chip into her programming changing her appearance giving her heels, a whip and making her a dominatrix felt like a step in the right direction. Obviously this being a children's show it only lasts for about an episode.
